Summary of the Recommendations of the Standing Council for Academic Planning

This section includes two documents.

The first is titled Unanimous Recommendations of the Standing Council for Academic Planning, approved by SCAP on April 18, 2006.  Here SCAP recommends:

1. maintaining the College of Arts and Sciences instead of splitting it into two new colleges;

2. maintaining the Departments of Chemistry and Physics, instead of merging them into one department;

3. maintaining the Bachelor of Science in Computer Science;

4. maintaining the Department of Communications, instead of creating a new School of Communications; and

5. maintaining the Bachelor of Arts in Communications sequences in Broadcast Journalism, Broadcast Production, Communication Studies, and Film Studies.

SCAP was charged to come up with offsetting dollars for any change recommended.  SCAP found that items 1, 2, 3, and 4 balanced each other financially.  SCAP also found that the Communications sequences proposed for termination (item 5) made substantial net dollars and thus recommended that they be kept.

The second is a letter from SCAP to Wildes, Harris, the Faculty Senate, and the Board of Trustees, dated May 10th, 2006, in which SCAP outlines serious concerns about content, process and rationale related to Pathways.  Examples of unsound data interpretations are given for Education and Computer Science.  The letter states, “If this data is flawed, a question arises about the accuracy of other data used in support of Pathways.” Implementation issues concerning the adult learner are also addressed.  Once again, SCAP rejects the creation of any new college.  Finally, SCAP understands the need for cuts in the Post-Katrina environment.  However, SCAP is concerned “that changes will be made without complete and reliably analyzed data, and without any articulated rationale for the changes.”
